Designation Connected to Supplemental Filing?
Could the Certificate of Designation be connected to the Supplemental Filing Disclosure? Or, is it just a coincidence that these developments are happening at around the same time?
A Certificate of Designation (NRS 78.1955) "sets forth any established voting powers, designations, preference, limitations restrictions and relative rights of any class or series of stock."

This leads me to believe the company is issuing preferred stock.
Would the company file a Certificate of Designation for an RS? Or, would it file a Certificate Pursuant to NRS, instead?

Increases or decreases the number of authorized shares and correspondingly increasing or decreasing the number of issued and outstanding shares of the same class or series.

I wonder if the Certificate of Designation is somehow connected to yesterday's supplemental filing disclosure for 2013. For example, I wonder if a partner is willing to give NTEK money in exchange for preferred shares and elimination of outstanding debt, especially toxic debt.
