No....:

Full Definition of socialism

1 : any of various economic and political theories advocating collective or governmental ownership and administration of the means of production and distribution of goods

2 a : a system of society or group living in which there is no private property
b : a system or condition of society in which the means of production are owned and controlled by the state

3 : a stage of society in Marxist theory transitional between capitalism and communism and distinguished by unequal distribution of goods and pay according to work done

So by saying this.. .But any Bill that requires the withholding of taxes for government programs.......SS and Medicare.....for redistribution of funds at set ages IS socialism , ... you are absolutely incorrect.

The Government does not own Social Security...or Medicare. Social Security is an Independent Agency...just like the SEC. ...as well as the CIA..etc . Medicare is regulated by the Federal Government and the Social Security Administration. Regulating is entirely different than owning. Let's leave the public parks...etc..for socialism(which China now owns a share). or...as in the failure of Conrail(until it was sold)....if a Government does own something...better to sell it off to private industries...especially those that offer public ownership through equity.
