Because they have been litigating it for a long time. Foster care is tricky....the girl will live with her sister apparently. Where I get upset is the 1.56% thing. The little girl is 98.44% other..so? The "Indian Child Welfare Act" is the reason. I'm not saying that it is bad...but again...it's the case of good intent being misplaced.
