Why is that...
I once applied for a State Job. 1400 applicants. Got down to the last 4. They where hiring 3. I was the white guy...they hired a black guy and 2 women. I had prior civil service and veteran preference points.
It was not possible to be bypassed, other than the implementing and insertion of gender and race bias card...or law.
