Also, when you see the iCloud icon with an arrow pointing down, it means that you've downloaded the app on another Apple device (likely your iPhone) and your iCloud account recognizes that you've already downloaded the app with that iCloud account.
If you have the most current version of iOS, try restarting the iPad and going back into the App Store to re-download...
