So most phones to my knowledge are using ipv4 ip address which is a 32 bit address separated into 4 8bit octets example 192.168.1.1(Private IP Address) The plan was for devices to start using ipv6 ip addresses because we are close to running out of ipv4 public ip address. Ipv6 is a 128 bit address which in term provides xxxxx more ip address for our mobile devices, networks, etc. From my understanding they want more mobile devices to use the wireless network. On your local area network at home there are multiple devices using private ip addresses. These private ip address are used for internal communication from within your home but when it exits your local area network it uses a public ip address. Basically all of your devices at home use the same ip address to communicate via the internet (Network Address Translation). So if more mobile phones are utilizing Wi-Fi for voice/data then less public routable ip addresses will be used. Hope this help some.
