Absolutely ... Treaty is in their legal rights not to cave in to the SEC 's every demand. That's ludicrous to think they are and borderline harassment by the SEC for saying they are not.
Again, the only one's that say they are not are those that want Treaty to shut the doors. Ain't gonna happen.
