Here's my take: Igor didn't want to use debt to get the job done and went the dilution route. That has now changed as we see new money coming into Baltia. I think this explains Striving's remark about going in a direction "contrary" to Igors. I wasn't certain what he meant by that initially; but this is my story, and I'm sticking with it!
