I believe they can even set how much they are charged per click, so a .10 charge every time they got someone to their site wouldn't be bad at all. Maybe they'd have to bid more than that per click for their ad to be shown more but I still think it would be shown some at a .10 bid, still keeping in mind that bigger money niches cost more than other niches.
I think it works the same way as Google adwords, the more you bid on your minimum cost per click the more your ad will show. I don't think FB is as expense as Adwords yet so this suggestion about FB should be a no brainer.
Even if they don't feel they are ready for all out marketing at this point, FB ads are very low risk.
