It worked for him well. I didn't like it but neither do I like the "Scotty" (Star Trek) approach.
He maintained his reputation by meeting a deadline every once in a while. I maintained my reputation by meeting or beating all of my deadlines.
Of the two of us, he was more popular with upper management but I was the go-to guy when it had to be done on time.
Bill may have been trained in my former bosses style. You just never know what people like.
