So if you are convinced Boeing order is imminent and there will be a substantial rise on the news - why not raise your BID and entice sellers which seem to be as patient as the buyers right now? Why risk a rhnaway ASK and chasing it later? Everyone wants to get the best price possible but if you really believe the returns will be significantly higher-quibbling over hundredths of cents when you are expecting pennies is nonsensical when looking at a total return.
Further - if you already have core holdings, raising the BID increases the value of existing holdings
