Seriously you should read it with regards to Congress.....they were not allowed to spend any money...a President served for six years only...and the vice president could then run...and serve.
Yeah well, I'm thinking an 1860ish doc for an agricultural society, subsidized by human labor, is not the model for today. South has been paying for that 'miscalculation' down to this day.

When it comes to conspiracies, their likelihood and viability, I like Occam's Razor: "Among competing hypotheses, the one with the fewest assumptions should be selected."
The fewest conspirators too. Too much can go wrong, people like to talk.
