Notice it says 'Increased deployments'. If deployments weren't already happening, HOYA would have said, "We will begin deployments of.."
To me, this means the WavSTAT4 has been deployed in Europe and elsewhere, for studies, for experiments, etc for several years now. And now, 2016 is the beginning of when we see everything begin to come together.
and in case youre wondering, yes.. the WavSTAT4 is pictured on HOYA's website. And HOYA just so happens to be one of the Forbes Global 2000 Leading Companies in the entire world.. and ill say it again just to be sure it sinks in.. the WavSTAT4, built by Spectra Science, is pictured on one of the Forbes Global 2000 Leading Companies in the entire world.
