No not at all. I believe the supreme court has ruled against executive orders during the President's tenure at least 13 times. In fact...all of those were unanimous(from memory). Are you saying that executive orders are not allowed via the Constitution? I believe our first President, George Washington, had eight executive orders.

I believe that all executive order lie within the Congress after the fact. So....it is not on the President...it is on the law makers...be it CONGRESS by means of override.
It is the Congress that violates said area(by means of their oath)...not the President.
