The short volume is all over the board but just one day relatively high and most days extremely low. The MMs can't "decide", no sellers, no serious buyers other than those that wait for "the move" to hop on which also would be the time for shorts covering their positions. In the state of suppression and interesting because with the size of ECIGs operations and impact/potential in the sector and followers even without hype the pps can (and will soon IMO; see 10K coming March followed by Q1May ~15th) take off any time and take off strong and steady.
