That's absolutely NOT TRUE..
I'm not even sure what your getting at.
If your referring to eliminating shorts; due bills often and do persist for years.
Eliminating shorts is a procedure done through FINRA. No judge or TA can do it.
If a company is going private there's several procedures that can be followed. But unless the ticker is being revoked, everyone keeps their certs.
If there's a merger with a 1:1000 RS, my cert either gets hung on the wall or a grandchild gets it. TA doesn't get squat.
These days of electronic shares, Certs are very seldom "collected". You should be more descriptive as to what instance you are referring to and take it up with Janis. She has ready made paragraphs she can copy and paste. It would be GREAT for her Ego @@
