If you start with the last 10-Q Outstanding share count and ONLY count the share reductions from the 8-K filings (only go by what was filed with EDGAR), it's fairly close to today's 8-A filing. 118 million share difference.
You have to go by what's been officially filed, not by what Bill tweets when it comes to the share structure. Tweets are good for all other announcements.
Doesn't seem like a big deal as far as the amount of the difference goes although it's a little puzzling.
