I think you're incorrect here.
If the reporting period is one day, it will count all unique IP addresses that visited the site during that one day.
If the reporting period is 30 days, they it will count all unique IP addresses that visited that site during the 30 day period.

KT's numbers were showing how many unique visitors came that day, and doesn't consider any other days or months.

Now, that is only those going to the website, not the ones who use apps.
