The 'welfare' you mentioned is called unemployment insurance. it is paid into by workers in jobs that provide such coverage. It has time limits, limits that have always been extended during recessions,
It ends whether or not one finds work.
People do not automatically qualify for 'welfare' when unemployment runs out. SS disability and SNAP are all 'means tested'. Most do not pass the 'test'
If jobs aren't there under either Republican or Democrats, what would you suggest for these people?
