I believe it had more to do with the 1986 Welfare Reform Bill from the Clinton administration.

It was meant for exaggerated purposes only. I'm not a chartist, I'm a value investor. Attempting to be technical with a graph doesn't interest me the least bit. It was compiled for fun and out of boredom at the time.
