I believe this is a federal claim using the Ontario court.
'Claim against the Attorney General of Canada in the Ontario Superior Court of Justice'
'To commence a proceeding against the Crown, the Attorney General of Canada or any other minister of the Crown, the Deputy Attorney General of Canada must be served, either at the office of the Deputy Attorney General in Ottawa or at the appropriate regional office of the Department of Justice Canada listed below. When the Crown is sued in provincial court, the proper defendant is "Attorney General of Canada."

HC told Cen to hurry up their build 2 years ago and to date have not issued a license to grow. That in itself is ' DETRIMENTAL RELIANCE '
Not to say that LS is not also guilty, however, LS has not made a promise to Cen that would allow them to be operational. Instead they have changed zoning requirements.
Let's see what happens.
