During recent spikes CAPV had all the volume on the way up yet, only tiny volume and no dilution on the way down. No doubt there were flippers involved as typical for these OTC pennies, but most of whoever loaded up seem to untypically still be holding regardless of the price. And if trading action would pick up, then buying of some 1 to 2M shares would take us right back up to a 2-4 cent pps.
The no dilution and no sellers theory is supported by no apparent MM boxing and none or little short sale activity:
