This is mostly true on the big boards. I do not believe this to be completely applicable on the otc. MM's manipulate the ask and the bid/ask spread to meet their needs. Whether it be lowering the ask to scoop up bid sitters or widening the bid/ask spread to maximize profit. MM's do not have to sell at their "offer" or ask price and in fact, that offer may be be rescinded if the MM changes their mind due to demand. This can be seen often when there is a large ask that is hit for a small percentage and suddenly that large ask disappears without volume. Bottom line OTC is highly manipulated and we don't completely know what all they can do. Alan C has posted numerous articles on the operations of the MM's and how they slither around down here. IMO
