Without a doubt there are certainly people doing jail time right now for theft of very small amounts of money. For instance just passing a note to a bank teller could get you jail time.

Who you steal from can have a bigger impact than how much you steal.
All that being said even the longest journey starts with a single footstep so my point was only that at least this is a step in the right direction.
