No, from the scumbags from those companies. Right now they say: "I do the trick and make above $10 million, worst case scenario I pay $ 1 million in fines. So, cost of doing business is good".
It's like drug traffickers. They know 10% to 20% of their product will be seized. It is factored in the operation and in the price, business is good.
