Most penny stocks don't do well during a bull market. When the markets go into a tail spin like they are now many of these OTC pennies begin to get buying and do very well . I also think .20 was way to high 18 months ago based upon revenues and shares outstanding. Now that more and larger contracts are on the way imo that .20 price could be doable this year
