If naked shorts have to cover eventually why give

If naked shorts have to cover eventually why give them more shares to do it with that's what I don't understand. Lets say NTEK didn't issue a billion more shares, then what do the shorts do if longs and insiders are holding fast? That would force PPS up inorder to get those shares back. That's where I'm confused, it seems issuing a billion more shares played into hands of shorts. NTEK gets very little from shares offered and shorts can easily cover at discount pps.
