Selling shares progress: I contacted my brokerage

Selling shares progress: I contacted my brokerage(Scottrade) to request my hard copy paper certificates in order to sell to Joel (as he instructed me to do). They informed me that they do not issue certificates and that the only way to obtain them would be through the transfer agent. I was also informed that this can cost hundreds of dollars in fees to accomplish. So will Joel pay for these fees? I am waiting for a response.
