How can anyone make a RS decision when A-Z have no

How can anyone make a RS decision when A-Z have not been completed as promised. A RS without A-Z completed is a death watch to any shareholder. Guess we all will see what happens soon. Death by RS or more buybacks, buyback a better idea if A-Z not completed.
