In this example without knowing the rest of the story but pretty sure what the rest of the story is. Fake bid and asks are market makers little tricks. Take Hjoe for example. You will see 10k offered on the ask almost all day long at let's say at .002. When a buy order is filled you may see it fill at .0019 and it's still at 10k shares offered , crazy right? Another order gets filled on the ask but it gets filled at .0018. 2 ticks down on.nothing but buying and that 10k is still there. Manipulation plain and simple. Market maker have a short position and they are trying to create a panic.
