Some lucky person got filled at 1.39, but I didn't

Some lucky person got filled at 1.39, but I didn't. Still have a couple minutes, maybe they'll decide to bomb it down at the close and I'll get my fill. But it always seems like when I put a bid in one cent under the ask (as it's been since mid-day), my REAL purchase never gets filled and puts a floor under the market.
