You read the PR incorrectly They will not enter into any agreement on the application it is being tested for separately from the phase 3. I would guess that means 1 of 2 things. They use that information as leverage to partner B or they hold tight until approval make deal for that application then include that deal in the negotiating for partnering B as a whole or in parts.
