Float these are shares traded or can be traded on the open market.
Restricted shares, usually give to a person or company providing a service for the company in lu of a cash payment. Restricted shares have a time limit that can not be traded till that time expires. These shares are part of the Outstanding shares, when the restricted time expires they can be traded in part or entirely, This is not dilution as these shares are counted for in the outstanding shares count
