Short 1/3? Would someone please explain to me how

Short 1/3? Would someone please explain to me how they can still be shorting this?.....and especially in the middle of a cusip and name change? I dont understand.....the pps is so low how can this still be shorted? How can one make money doing that at this level? Any info would be greatly appreciated.
