TD ameritrade will let you short a stock ONLY if it has available shares to short. That is true with any US based broker. Som,e brokers require the stock to be above $5. Others don't… but they all require that they have available shares to short.
BUT the topic was PENNY stocks, not just stocks in general.
If you want to short penny stocks, then you need to find an offshore broker.
