My issue is that, yes, it definitely reads that way, and might be the reason it warranted a letter from Igor in the first place. I think it's actually fairly black and white, but the problem is that it shouldn't be and the FAA needs to revise it so that it isn't. The key word though is "may" under the last item. However, in theory, we also didn't do it in the time limit, so we failed the "must" one as well. Again, this is improperly written because the unsatisfactory result was due to the FAA approving someone that shouldn't be approved, and so it's out on lots of planes out there.
Like I said, I think this is the document that needs to change more than anything.
