I know you don't know me, but I have worked in the aviation industry for the past 20 years, and my recent aircraft that I helped design was the 787 Dreamliner. I have worked with the FAA on many occasion and the FAA are short of Engineers when it comes to dealing with this. There are a lot of engineers that don't want to work for the government and would rather work for private or publically traded companies such as Spirit Aerosystems, Boeing, Lockheed or Adam Aircraft. More money. Well, the FAA would assign Engineers, if they meet the qualifications to be the DER (Designated Engineer Representative). I know a few of them, and when I worked for Adam Aircraft on the A700, we had a DER that would review everything we did because we were a very new company dealing with a very new field. Part 25 which is in a category of a Very Light Jet, that we designed and build private jet using Carbon Composite materials.
Anyway, FAA relies on DER who works for companies like Adam Aircraft to gather data and provide reports. So anything that the DER writes, becomes the property of FAA. It sucks.
I don't know what went on between FAA and Balita, but from that AC which was released today proves everything that I have been telling these guys on the board...the FAA requested a study on the slides with the supplier, and it seems that the supplier is in agreement with the findings of Baltia statements.
In other words...FAA knows that Baltia should be given credit for the findings, but they will never publicly admit it.
However, I do hope that a pass will come, so that Baltia can move forward.
