It is my understanding that yes wild man is the property owner and he is on the board because Trapper Jim, I believe, located him and contacted him while snooping around about the Rice Lease. If I remember correctly he got him all riled up and he made his way to the board.
It has been awhile but I believe that is the gist of why he is there.
