IMO, the form D is the registration for the funds for the crowdfunding, being form D was for the same amount to be fund raised and minimum investment. Form D is for 506c regulations for equity. Based on the following link, it is still private placements, but advertised:

IMO, the crowdfunding site is being used to better market the project, as this type of raising funds is popular nowadays. I think how the crowdfunding works is the goal is laid out on a page with basic information., If you are interested, you contact BLTA through the website and purchase PP. BLTA fills in the goal with whatever was purchased.
