I think this is, as you stated, a last ditch attempt to cause panic selling.  Even yesterday CSTI kept fooling around with their order moving it to 2 and then placing it back at 3.  I noticed this happen mid-day yesterday before someone swooped in and grabbed the remaining 2's.  A small buy would get them to raise their sell order, which may signal if they intend to keep their sell order at 2.  Right now I think they (the MM) are just fooling around.  Although, a legitimate buyer would be good to grab those shares to hopefully mitigate CSTI's gamemanship (i.e. manipulation) and hold onto those shares for material news.
