Application of Baltia Air Lines For A Frequency Allocation
Baltia applies for allocation to operate one weekly scheduled non-stop direct services between New York, NY and St. Petersburg, Russia. Baltia asks that the requested allocation be expedited, effective immediately.
In support of this application, Baltia submits the following:
1.) Effective 2009, Baltia was authorized by the Department to engage in foreign scheduled air transportation of persons, property and mail, between NY and St. Petersburg under its Certificate of Public Convenience and Necessity for Route 890.
2.) Baltia a U.S. DOT Certificated Airline, with Corporate Headquarters in Building 151, JFK International Airport, Jamaica NY.
3.) Baltia seeks the allocation under the U.S.- Russia Air Services Agreement (ASA).
4.) Baltia asks frequency allocation remain in effect for indefinite period.
5.) There are ample unused frequencies available.
6.) Baltia has applied for slots at JFK winter 2016 and summer 2016.
7.) Baltia requests that the Department take official notice, pursuant to Rule 24 of its Rules and Practices, of all data previously filed to establish Baltia's fitness .
8.) Baltia has made arrangements for fuel at JFK and LED (Pulkova Airport, St. Petersburg).
9.) No one would be prejudiced (no objections).
10.) Baltia is in Phase 3 of FAA Certification, mini-evacuation, and preparing for proving flights in anticipation of completing FAA certification.
11.) Delay in allocation has negative impact on U.S. interests.
- A.) Currently no non-stop direct service.
- B.) Container Cargo shipments have been requested by U.S. business.
