I am not going to belabor the subject any longer as my friend now understands it. However, no, on the record date the price per share was .0127 and the dividend was .011 but because .011 is greater then 25% of the price of the stock (.0127) then it falls under the 25% rule.
I was trying to find out when the declaration date was and found out (thank you again) which was June 16th and the pps was .0297 on that date so the dividend STILL falls within the 25% rule because the dividend is more then 25% of the pps. If you still don't understand it doesn't really matter at this point.
