You are correct since FINRA would determine it to fall under special rules. Your friend has that belief because the rule was premised as I understand it to account for what happens when the dividend is paid out. So to avoid a dividend from falling and in theory making the price negative, the ex date is designated to be the day after. However, IMHO the reason your friend is incorrect is that there are other reasons for large dividends to be treated this way, such as avoiding disruptive market actions (that could for example trigger margin calls).
