When they finally start handing out jail time to the "1%", then we'll know things are pointing in the right direction.
Although, I would be willing to bet $100 US that no one in the upper tiers of management at VW ever experience any involvement with the criminal justice system over their huge fraud, I'm sure an arrest is imminent. The way I've seen things work, we will eventually see a story where they bust the programmer from the 4th tier down, 3rd from the left, as the mastermind of the VW scandal.
