Same as the divi, it doesn't mater if they want to pay or not. NTCC drafts the money from their accounts.
Which shares are real and which are air? There's no way to know but the totals should match. Company liquidates the amount they don't have of the float, the remaining ones are liquidated by the naked shorts.
Maybe the company already has an amount bigger than the float. In that case, they would be receiving money from the naked shorts.
