If what you're saying is true, then as a group we could theoretically set our sell price to a dollar, and they'd have no choice but to match or face penalties.
What sort of consequences would they be facing? I can't imagine they'd be worse than paying out millions of dollars. What price point would seem reasonable enough to warrant the cover?
