The thought that anyone could possibly spend $4.5

How would Heddle do that? Does he pay for a private jet to circle Heddle Marine Inc, so that he can get away from his day job at a moments notice if a customer calls? And would that be more important than repairing processors, so that Heddle can complete the pilots, which (according to Heddle) would trigger sales to Econavigation?
We know it can't be related to anything Heddle has publicly disclosed, because Heddle said in his press release announcing "sales" to Econavigation:
" The current plan is for the pilot to be completed within the 120 period and EcoNavigation will be responsible for costs associated with the pilot. Plastic2Oil will bear none of the costs associated with the pilot. ."

And, as we've learned, the processors have been broken and idle since 2013, so those "pilots" must have been super cheap to "run".
Too bad the couple hundred $K required to fix the processors wasn't deemed by Econavigation to be part of the "costs associated with the pilot". Not that Econavigation has any money themselves to pay for any costs of any kind.
