WOW! This is getting crazy. I'm sorry to hear what is happening to you and hope it doesn't happen to people using other brokers.
The dvi followed the SEC rules, followed FINRA's effective day declaration, and DTCC distributed it.
Don't think ETrade has any right to hold it, much less to take it back. DTCC means Depository Trust & Clearing Corporation, it's they job to check all is right to transfer and deposit the money.
Don't know any names but I would be looking for a lawyer and gathering other ETrade investors to act together. Calling TV and radio stations is also an option. Call your State or Federal Congress representative they could help and they like the publicity.
This is a complete circus, I think there is a lot more money in play that the divi.
