Almost the definition of a Naked Short. The share they create is an illusion. It is not a share that is even remotely connected with the companies action of Authorizing and Issuing shares of stock. The money doesn't go to the company. The money goes to the fraud. Just like someone writing a check on your account (without using one of your stolen checks). They just drew up a check blank that was good enough to fool a bank and they wrote and signed the check. No relationship to the check account at all other than the fraud knew it was there and had a system that allowed them to enter.
The reality is that even if ALL of the nakeds and other shorts cover, they have all ready won assuming they were the force that walked the value down from .17. Even if they cover at .02 or .03. Also real that shorts have been covering all the way down and were significantly aided when the company issued new stock.
The unknown is how many shorts are still outstanding. The company can obtain a list (NOBO?) that tells them the number of people that think they own shares, and it can be compared to the number of authorized and issued shares.
