I can't speak about the FAA, But I've worked for the Postal Service for 25 years... One thing that is very hard for a Government employee to do, is make a decision that's not routine. I've had to wait weeks to order repair parts such $5 worth of screws, because they were not in the Government NSN catalog. It can be very frustrating, as such a large organization doesn't have a "Petty Cash" system to work with.
Since it's obvious that what we're looking at here is a non routine decision, Patience is definitely required. Each of us will have to determine our own limits. We all know that "Any Day Now", can be tomorrow, or a very long time from now. That's why we use non limiting qualifications for those types of statements.
